About the FCCLA Intelligent Speed Assistance (ISA) Contest
Are you ready to lead the way toward safer roads and smarter driving? The FCCLA Intelligent Speed Assistance (ISA) Contest gives you the chance to do just that.
In this first-of-its-kind initiative, thirty (30) FCCLA Members from across the nation will be selected to participate in a six-month pilot program that puts groundbreaking technology into the hands of teen leaders. Participants will have a LifeSafer ISA device professionally installed in their vehicle, share their experiences, and help show how innovation, education, and leadership can work together to create safer roads for everyone.
Throughout the program, participants will:
- Put innovation into action by driving with the LifeSafer ISA device and learning how technology can prevent speeding and promote confidence behind the wheel.
- Share their story through social media and interviews that encourage other young drivers to make safer choices.
- Represent FCCLA as national leaders in teen traffic safety, helping raise awareness and drive meaningful change in their communities.
Each participant will receive ongoing support, including two virtual check-ins to share progress and feedback. Participants will also be asked to complete a short reflection or interview at the end of the program.
All collected data will remain anonymous and will only be used for educational and research purposes. Participation in this project will not affect insurance rates, driving records, or legal standing.

Prize Terms and Conditions
The Intelligent Speed Assistance (ISA) Contest Grand Prize is valued at $5,500 and provides one (1) winning student and one (1) parent or guardian with an all-expense-paid experience to attend FCCLA’s 2026 National Leadership Conference (NLC) in Washington, D.C.
This prize supports participation in FCCLA’s largest annual event, allowing the winner and their parent or guardian to join thousands of student leaders from across the nation for an unforgettable leadership experience focused on innovation, safety, and service.
Grand Prize Breakdown
As part of the $5,500 prize package, FCCLA will provide the winning student and one (1) parent or guardian with the Ultimate Leadership NLC Registration Package.
This package includes:
- Weekly Registration to the National Leadership Conference for the student and their parent or guardian
- Admission to the Special Event for the student and their parent or guardian
- Admission to the NLC After Party for the student and their parent or guardian
- One (1) official conference T-shirt for the student and one (1) for the parent or guardian
- Any additional benefits or items listed on the FCCLA website as part of the Ultimate Leadership Package at the time of registration
FCCLA will coordinate the following components of the $5,500 value prize:
- Payment of the Ultimate Leadership Package registration fees directly through the chapter’s FCCLA Portal account.
- Coordination and booking of round-trip airfare for the student and one parent or guardian.
- Coordination and booking of hotel accommodations for the official NLC conference dates.
- Distribution of the remaining prize balance onsite in the form of a gift card, provided to the parent or guardian at conference check-in.
If, at the time of notification, the winning student or parent/guardian has already paid for their registration, flight, and/or hotel, they will be required to submit copies of receipts to FCCLA. Those costs will be reimbursed as part of the prize payment, ensuring that the total final value of the prize remains $5,500.
Purpose of the Prize Structure
FCCLA follows this structured payment process to ensure that all awarded funds are used solely for their intended purpose — supporting the winning student and their parent or guardian in attending the National Leadership Conference. This process confirms that both attendees are fully registered and committed to participating in the full conference experience.
This approach also promotes financial transparency, maintains compliance with partnership and reporting requirements, and enables FCCLA to manage travel arrangements efficiently and equitably for all contest participants.
Prize funds are administered exclusively through this process and cannot be distributed or received in any other form or manner.
Parent or Guardian Eligibility Requirement
The accompanying adult must be the parent or legal guardian of the winning student. No substitutions, replacements, or alternate attendees are permitted. Prize funds may not be used to support travel or expenses for any individual other than the student and their verified parent or legal guardian.
This requirement exists to meet the conditions set forth by the program funder, ensuring that the individual(s) responsible for the student — and who provided consent for the student’s participation in the ISA research study — are directly involved in this experience. The intent of the prize is to recognize both the student and their parent or guardian for their shared commitment to traffic safety education and responsible driving behaviors.
Prize Distribution Process
- The ISA Contest winner will be selected and notified on or around April 15, 2026.
- The winner must submit all required documentation, including the Acceptance Agreement and a completed IRS Form W-9 (for the parent or guardian), by the stated deadline to officially accept the prize.
- FCCLA will pay registration costs directly, coordinate flight and hotel arrangements, and issue the remaining balance via gift card onsite during the National Leadership Conference check-in process.
- If any approved reimbursements are due (for pre-paid registration, hotel, or airfare), those amounts will be calculated and included within the remaining balance being provided onsite via gift card.
- The gift card portion of the prize may be used to cover meals, transportation, and incidental travel expenses during the conference.
Use of Funds
The total prize value of $5,500 is intended to cover the following:
- Registration fees for both the student and their parent or guardian
- Airfare and hotel accommodations for official NLC conference dates
- Ground transportation, meals, and reasonable incidental expenses during travel
- Any additional reimbursed travel or registration costs previously paid by the winner or their guardian
Expenses beyond the total $5,500 value are the responsibility of the winner. FCCLA will not provide additional funds beyond the stated prize amount.
Registration and Eligibility Requirements
- The student and their parent or guardian must register for the Ultimate Leadership Package through the chapter’s FCCLA Portal by May 1, 2026.
- Registration must be completed with the support and approval of the student’s FCCLA Chapter Adviser and necessary school administrators.
- The student must be an active FCCLA Member in good standing and have successfully completed all ISA program requirements at the time of selection.
Attendance and Participation Requirements
The winning student and their parent or guardian must attend the full duration of the 2026 National Leadership Conference, from the Opening General Session through the Closing Session.
In addition, the winning student will:
- Be recognized on stage during a general session.
- Be required to host one (1) workshop during the conference, highlighting their leadership experience and involvement in the Intelligent Speed Assistance program.
Failure to attend the conference or fulfill these participation requirements may result in required repayment of prize funds.
Post-Conference Report
Following the National Leadership Conference, the student will be required to submit a post-conference report including reflections, photos, and feedback about their experience. This report serves as confirmation of attendance and may be used by FCCLA and the National Road Safety Foundation (NRSF) in future promotional and educational materials.
Tax and Compliance Requirements
- The parent or guardian must complete and submit an IRS Form W-9 to FCCLA as part of the prize acceptance process.
- FCCLA will issue any required IRS tax documentation in accordance with federal reporting regulations.
- The parent or guardian is responsible for any federal, state, or local taxes associated with the prize value.
- The gift card portion of the prize may be subject to federal tax reporting.
Travel Booking Policy
FCCLA will coordinate and book round-trip airfare for the winning student and their parent or guardian using approved national travel vendors.
- Flights will be booked in economy class from the airport nearest to the winner’s home location to Washington, D.C.
- FCCLA partners with approved national carriers to ensure safety, reliability, and consistent service standards.
- Approved airlines include United Airlines, Delta Air Lines, Southwest Airlines, American Airlines, and Frontier Airlines.
- FCCLA does not book or reimburse travel on ultra-low-cost carriers such as Spirit Airlines, Allegiant Air, or any other airline that does not meet FCCLA’s travel and service requirements.
- All flight itineraries will be reviewed and confirmed by FCCLA prior to booking.
- Any personal travel extensions, upgrades, or deviations from the approved itinerary will be at the expense of the winner and are not covered by the prize.
Hotel Booking Policy
FCCLA will coordinate and book hotel accommodations for the winning student and their parent or guardian within the official FCCLA National Leadership Conference hotel block.
- Hotel accommodations will be provided for the official National Leadership Conference dates only and will follow FCCLA’s national lodging policies and standards.
- If additional chapter members are attending the conference, FCCLA will work directly with the chapter to ensure a room is booked within the same hotel, when possible.
- FCCLA will make every effort to accommodate chapter rooming preferences; however, final hotel selection and determination are at the sole discretion of FCCLA.
- Any personal room upgrades, extended nights, or additional guests outside the official conference dates are not covered by the prize and will be the responsibility of the winner.
Conduct and Liability
- The student must adhere to the FCCLA Code of Conduct and all National Leadership Conference rules and regulations.
- By accepting the prize, the student and parent or guardian agree that FCCLA and the National Road Safety Foundation (NRSF) are not responsible for personal injury, property damage, or other losses incurred during participation in the conference or related activities.
- The student and parent or guardian grant permission for FCCLA and NRSF to use their names, images, and statements for publicity, promotion, or educational purposes connected to the ISA program.
Important Deadlines
- Winner Announcement: April 15, 2026
- Acceptance Agreement and W-9 Submission Deadline: April 24, 2026, by 3:00 PM ET
- NLC Registration Deadline: May 1, 2026
Failure to meet any of the above deadlines may result in forfeiture of the prize and selection of an alternate winner.
Forfeiture and Substitution
If the winning student is unable to attend the conference or fails to meet the requirements listed above, FCCLA reserves the right to revoke the prize and select an alternate winner.
In the event of an emergency cancellation by the student and/or their parent or guardian after registration, flight, or hotel arrangements have been made, the winner will be required to reimburse FCCLA for all funds paid on their behalf, including registration, travel, and lodging expenses.
FCCLA may substitute comparable arrangements or adjust logistics if necessary due to circumstances beyond its control.

Who Can Apply
This exciting opportunity is open to FCCLA Members ages 16–18 who are ready to take the lead in making our roads safer. Whether you just earned your learner’s permit or already have your driver’s license, this contest is your chance to turn safe driving into something powerful.
To qualify, applicants must:
- Be an active FCCLA Member in good standing.
- Hold a valid learner’s permit, intermediate license, or full driver’s license (under 18).
- Have access to a vehicle eligible for ISA device installation.
- Commit to participating in the program for six (6) months.
- Receive parent or guardian consent to install and use the device.
- Be willing to attend virtual check-ins, share feedback, and post monthly about your experience.
What to Expect After You Apply
Once applications are submitted, they will be reviewed by FCCLA’s national traffic safety partners — the Governors Highway Safety Association (GHSA), the National Road Safety Foundation (NRSF), and SCRAM Systems. Together, these organizations will help identify a select group of thirty (30) outstanding FCCLA Members to participate in this groundbreaking initiative.
To ensure nationwide representation, up to three (3) students will be selected from each of the ten (10) regions defined by the National Highway Traffic Safety Administration (NHTSA) — covering all U.S. states and territories. (See the map below to find your NHTSA region.)
To be eligible for the $5,500 cash prize and all-expense-paid trip to Washington, D.C., selected participants must:
- Drive with innovation by using a LifeSafer ISA-equipped vehicle for a minimum of six (6) months.
- Stay connected and supported through two (2) virtual check-in meetings with FCCLA and project partners.
- Showcase leadership by posting at least one (1) social media update per month about their ISA experience.
- Reflect and report at the end of the program through a short interview or questionnaire summarizing their learning and experience.
All data collected during the program will remain anonymous and will be used exclusively for educational and research purposes. Participation will not affect insurance rates, driving records, or legal standing in any way.

To ensure nationwide representation, FCCLA’s Intelligent Speed Assistance (ISA) Contest will include up to three (3) participants per NHTSA region, giving teens from every part of the United States the opportunity to take the wheel in shaping safer roads for all.
Selection Disclaimer
If a region does not receive any eligible applicants, FCCLA and its national traffic safety partners — GHSA, NRSF, and SCRAM Systems — reserve the right to select the next highest-scoring applicant(s) from another region to ensure that thirty (30) total students are selected for participation in this national initiative.

HOW IS THE LIFESAFER ISA DEVICE INSTALLED?
Installation is quick, professional, and completely free for selected participants.
- Certified Technicians: The LifeSafer ISA device must be installed by a certified technician from SCRAM Systems, the trusted partner behind the technology.
- Connection to the Vehicle: The technician connects the small ISA control unit to the vehicle’s onboard diagnostics port (commonly known as the OBD-II port), typically located beneath the dashboard. This port allows the device to safely communicate with the car’s systems to monitor speed and performance.
- Mounting the Display: A compact display screen is placed on or near the dashboard, giving the driver real-time information on their current speed and the posted limit.
- System Check and Setup: After installation, the technician verifies that the device is fully functional, synced to GPS, and ready to record accurate trip data.
- Removal: When the program concludes, the same certified professionals will remove the device quickly and restore the vehicle to its original condition.
The entire process takes approximately 30–45 minutes, and no permanent modifications are made to the vehicle.

WHO CAN APPLY TO PARTICIPATE?

WILL THE ISA DEVICE AFFECT MY INSURANCE OR VEHICLE PERFORMANCE?
No. The LifeSafer ISA device does not impact insurance rates, engine performance, or vehicle functionality. It only limits accelerator response once the speed limit is reached. Participation in this project is not reported to law enforcement, insurance companies, or other agencies.
